GOLD-Sharing with the world

I ask why it is so difficult for places with trillions of dollars in natural resources to connect with a places that has some money but no resources to form a partnership. For example: A small town USA and a village in a South America. The small USA town can get money or equipment...the village has the natural resources. It would appear 1+1=2.
